Resident Record (Juminhyo) and Residence Card (Zairyu Card)
All foreign nationals residing in Japan for the medium- to long-term are required to register their residence. Accordingly, when establishing their first residence or changing their address, foreign nationals must visit the Chuo City Office (either the Head Office or one of the special branch offices) to complete this procedure. In doing so, you need to present your residence card or special permanent resident certificate. Resident record constitutes proof of your domicile, and is also required to receive a range of public services such as National Health Insurance and enrollment of children in elementary and junior high schools. Resident registration must be filed by yourself or a family member who lives with you.
When You Establish Your Residence in Japan for the First Time
Within 14 days from the day you established your new address in Chuo City after your entry into Japan for the first time, you must register your address, presenting your residence card issued at the airport.
* Individual numbers (“My Number”) will be assigned to all registered residents, and an individual number notification will be mailed by simple registered mail at a later date. Please keep your notification in a safe place, because you will need to provide your individual number when completing administrative procedures for tax and social security.

A resident record is a record of the name, date of birth, address, etc. of each individual resident of a municipality.
