Family Registration

The family register is an official public document used to record family matters, such as births and marriages, of Japanese people. There is no family register for foreign nationals; however, if a foreign national is born or dies in Japan, it is necessary to file a notification. It is also possible to file a notification of marriage or notification of divorce.

Birth Registration

When a child is born, please register his/her birth at the Resident Affairs Section of the City Office within 14 days of the birth. A birth certificate completed by a doctor or maternity nurse is required. Consult to the Resident Affairs Section of the City Office in advance to register.

In addition, the following procedures below are required:

  • Apply for a passport for your child at the embassy of your home country
  • Apply for status of residence and period of stay for your child at the Regional Immigration Bureau within 30 days of the child’s birth

Death Registration

In the event that a family member dies, you must register his/her death at the Resident Affairs Section of the City Office within seven days of the death (a death certificate issued by a doctor is required). Also, you must return items that belonged to the deceased, including their National Health Insurance card, seal registration card and pension handbook.

Marriage Registration

Marriage registration requires the following documents:

  • “Certificate of Entitlement for Marriage” called Konin yoken gubi shomeisho (issued by your home country’s embassy in Japan proving that you are qualified to get married)
  • Certificate of nationality (your passport or similar item)
  • Translation of the above documents if they are written in a language other than Japanese
  • A marriage registration form prepared at the City Office (the form must be signed by two adult witnesses in addition to the signatures of the married couple)

Divorce Registration

As there are some countries that do not acknowledge uncontested divorces based on the Japanese system, please confirm with your home country’s embassy in Japan.

If filing a notification for uncontested divorce, the following documents are necessary:

  • Marriage certificate or certificate of acceptance of report of marriage
  • Certificate of nationality (your passport or similar item)
  • Translation of the above documents if they are written in a language other than Japanese
  • A divorce registration form prepared at the City Office (the form must be signed by two adult witnesses in addition to the signatures of the couple that is divorcing)
  • If proceeding with an uncontested divorce from a Japanese ational, a copy of the family register and resident record of the Japanese national to whom you were married
