Long-Term Care Insurance
The Long-Term Care Insurance system was established to provide public support for the nursing care of seniors. Under this system, individuals carrying the insurance will be able to receive nursing care service when they are deemed qualified for such service. Foreign residents aged 65 or older who have a permission of stay in Japan three months or longer, and individuals 40 or older who are members of a public health insurance plan in Japan will join the Long-Term Care Insurance system.
Persons Eligible to Receive the Services
Those who require nursing care as part of their everyday life to help sustain and improve vital functions can receive long-term care services based on the following age categories
Those 65 years and older
Can receive nursing services regardless of why such services are needed
Those 40 to 64 years old
Can receive nursing services only if care is necessary for one or more of 16 specified types of illnesses that accompany aging

To Use Nursing Services
- Apply for approval for the need for care at the counter of the City Office.
- You will be certified as to whether you require the services based on a visit by City Office staff as well as by screening based on your doctorʼs documented opinion, etc.
- A nursing-care service plan (Care Plan) will be set up to utilize the necessary services after the approval.
- Use the nursing services in accordance with the plan You will be able to receive support from a qualified care manager regarding creation of the care plan and selection and use of the services.

Fees for Using the Services
Usage fees (copay) for long-Term care services covered by insurance (including preventative services, home-based services and facilitybased services) are 10%, 20%, or 30%.

Facility-based services, including admission into special nursing homes for the elderly, may involve residential and/or meal charges in addition to usages fees (10%, 20%, or 30% copay).

Payment of the Premiums
Those 65 years and older
For residents who receive ¥180,000 or more per year from pension disbursements, the premiums are automatically deducted from their pension. Other people in this age category must pay using the payment forms mailed from the city or by withdrawal from a bank account.
Those who are 40 to 64 years old
Premiums are paid with the public health insurance premiums.
