Police (Tel: 110)

When notifying the police about a crime, theft, traffic accident, etc. dial 110 (no area code). If people are injured in a traffic accident, let the police know so that they can call an ambulance.

Fire-fighting, Sudden Illnesses, Injuries (Tel: 119)

If you need to call a fire truck or ambulance in case of fire, sudden illness, or serious injury, dial 119 to contact the fire department. Although there is no charge to use ambulances, they are only for true emergencies, so please refrain from using them for minor injuries.

If you are not sure whether to call an ambulance or head to the hospital, dial #7119 and speak with the emergency consultation center.

* Before the ambulance arrives, make sure you have the patient’s health insurance card and some money ready, as these will be needed at the hospital. When you hear the ambulance arrives, go outside to meet it.

How to Call 110 (Police) and 119 (Fire Department)

  1. First report what has happened.
  2. Report the address of the occurrence, and indicate a nearby landmark such as a building.
  3. State your name.

When calling from a mobile phone

  1. Make sure to confirm your location and any landmarks.
  2. Do not turn off your mobile phone for at least ten minutes after you make your call.
  3. If you are driving and must make the call, park your vehicle in a safe location before doing so.

* Clearly state the type of incident (accident, fire, rescue or emergency) and location/address.

NTT Disaster Messaging System

When a large disaster strikes, telephone lines become jammed, making it difficult to communicate. NTT has set up a messaging system that allows users to leave messages for others by dialing 171. This system creates voicemail boxes for telephone numbers in the disaster-stricken region, allowing local residents to record messages and others outside of the area to confirm that their loved ones are safe. Users can record messages of up to 30 seconds in length, and the system can be accessed for recording or replaying messages from anywhere in Japan using a telephone (including mobile phones).

* Notification will be made through TV, radio, and the Internet when provision of this system becomes available.
